CyberData is seeking a Program Manager to lead its team of software developers and operational support technicians to support our nation’s premier meteorological organization to assist in the development and delivery of national and global weather, water, climate and space weather guidance, forecasts, warnings and analyses to a broad range of users and partners. These products and services respond to user needs to protect life and property, enhance the nation's economy, and support the nation's growing need for environmental information.
Job Duties include (but are not limited to):
- Understand the core needs and culture of our businesses.
- Manage progress across project managers/leads.
- Drive program release planning and execution of the work.
- Engineer short- and long-term roadmaps to guide teams doing the work.
- Build, maintain, and enhance relationships with key stakeholders.
- Interface with other IT teams intra-divisional as well as contracted IT resources.
- Anticipate program-level risks and work with business partners and teams to mitigate.
- Resolve program-level issues or elevate (when needed).
- Prepare communication materials to keep stakeholders and sponsors updated.
- Enthusiastic, creative and driven to move a diverse group of people to a common goal.
- Impeccable communication skills across IT, business and executives in the company.
- Facilitate communication between the CyberData Team and the customer in regards to project execution, contract requirements, and project assignments.
- Hire, discharge, train and provide daily supervision to members of the team. This includes coordinating security clearance processes.
- Provide overall management and supervision of contractors including those at remote customer facilities.
- Manage an employee training and documentation program for the technical support staff.
- Conduct on-site (College Park MD location) monthly status meeting where monthly progress will be discussed.
- Provide and manage an integrated project schedule, risk register, monthly and weekly reports, ad-hoc reports, monthly project meetings, weekly and daily tactical meetings, Project Management Plan, Quality Assurance Plan, training plans, etc.
Job Requirements include (but are not limited to):
- Bachelor's Degree in Computer Science, Business Administration, Information Systems, or equivalent combination of education and experience is required.
- 7-10 years related experience in Project and Program Management, with a Software Development focus, showing responsibility progression.
- Previous experience managing large Software Development teams using Java Technologies.
- Demonstrable business linkage, customer service, relationship management, change and transformation management experience. Ability to translate business needs into technical strategy and IT requirements. Experience delivering projects using Agile and Waterfall methodologies.
- Excellent communication skills in writing, presenting, informing and active listening, team player, excellent people skills, out-of-the-box thinker, and ability to interact with all levels of resources in an organization.
- Demonstrated ability to collaborate across multiple organizations and achieve results. Possess creative ability, consulting skills, leadership qualities, credibility, and self-confidence.
- Planning and budgeting ability.
- Analytical & conceptual skills.
- Independence and ownership: Work with a minimum of direct supervision or guidance from others.
- Takes ownership for actions, seeks feedback and takes direction to support HPIT IT goals.
- Possess PMP certification.
